Two structures at once: what people browse and what search reaches

Site structure is usually drawn as one tree. In practice a site has two, and confusing them produces either a tidy menu nobody can enter or a pile of pages with no shape.

The first is the browse structure. It exists for somebody already on the site, moving from a general place to a specific one. It should be shallow, legible, and hold in one head.

The second is the entry structure. Most visitors never see the home page. They arrive from search, directly onto a page deep in the tree, with no idea what surrounds it.

That changes what a deep page has to carry. Where it sits, what the parent covers, and what the neighbouring options are. Without that, a page that ranks well still fails, because the visitor cannot get anywhere from it.

It also changes which pages are worth having. A page that answers a specific question people actually ask deserves to exist even if it sits awkwardly in the menu. It can be reachable by link and by search without cluttering navigation.

The opposite mistake is more common. Every page gets a menu entry, the menu reaches four levels, and nothing is findable because everything is present.

Then the part that decides whether either structure survives: who is allowed to add a page, and where. Without a rule, a site grows by accretion, and in three years the structure is a record of who asked for what.
